Community Development Block Grant (CDBG) Program Updates

The City of Newport Beach (City) participates in the Federal Community Development Block Grant (CDBG) Program that is administered by the U.S. Department of Housing and Urban Development (HUD). The program funds can be used for a wide variety of programs, services and facility improvements to benefit low and moderate-income residents, aid in the prevention of neighborhood deterioration, and meet urgent community development needs due to natural disasters. Federal regulations require the City to prepare a Five-Year Consolidated Plan (Con Plan) and one year Action Plans to establish long- and short-range strategies, projects and programs to address priority needs in housing, homelessness, community development, and economic development on input from citizens and community groups.

The City has prepared a draft amendment of the 2015-2019 Consolidated Plan to modify existing and establish new priorities for the use of CDBG grant funds. Additionally, the City has prepared a draft amendment to the 2015-2016 and 2016-2017 Action Plans to cancel several projects and recognize program income received during the 2016-2017 program year. The City has also prepared a draft Action Plan for the upcoming 2017-2018 program year that will begin July 1, 2017, in anticipation of receiving an allocation of approximately $359,743 from the Federal government. Additionally, the draft Action Plan reprograms $1,227,288 from prior program years and program income received during the 2016-2017 program year.

The draft Con Plan amendment, draft Action Plan amendments, and the draft 2017-2018 Action Plan will be considered by the City Council at a public hearing on Tuesday, May 9, 2017, at 7:00 p.m., in the City Council Chambers at 100 Civic Center Drive, Newport Beach.
