Newport Beach Business Improvement Districts: General Information
Business Improvement Districts (BIDs) were created by the City of Newport Beach at the request of the businesses within each district. Every business in the district is assessed a levy that is allocated for district-specific improvements and/or marketing. The BID assessment is a legally mandated tax on your business, just like your business license or property tax. The levy is based on a percentage of your business license fee and assessed on an annual basis.
Your Business May Be Subject To A Business Improvement District (BID) Assessment For One Or More Of The Following Reasons:
• Your business is located in Balboa Village.
• Your business is located in Corona del Mar.
• Your business is located on Marine Avenue.
• Your business sells food for on-site or take-out consumption anywhere in the City of Newport Beach.
• Your business is one of seven Newport Beach hotels with 100 rooms or more that has elected to assess themselves to promote tourism activities.
Is That Legal?
Yes. California state law establishes the framework for Business Improvement Districts. The State wanted to make it possible for groups of businesses to band together and invest in their commercial neighborhoods for the purposes of revitalization, stability and growth. The City created the BIDs at the request of the businesses located in the area. The BID assessment is collected by the City and turned over to the BID for expenditure on BID determined programs. Because BID businesses are assessing themselves in order to improve their area, the City annually contributes additional funding to the BID. BID funded programs are in addition to normal City services and maintenance. Each June, the City Council holds noticed public hearings before deciding to renew the BID for another year.
How Do I Benefit From The BID?
Presumably, you picked this location for your business because you liked the environment and thought your customers would like it too. The BID works to make the district a desirable location to conduct business. It is the BIDs that have invested in district improvements such as upgraded street furniture, additional landscaping, holiday décor, and occasion decorative banners. The BIDs also host special marketing events, maintain district-specific marketing websites, and participate in various cooperative advertising opportunities.
How Do I Get Involved?
