Regional General Permit 54

The Regional General Permit (RGP) provides for:
  • Completion of required analyses of the chemical, physical and biological constituents of concern on a regional level so that local property owners proposing maintenance and repair projects are not faced with the expense and difficulties of completing these highly technical studies on their own.
  • Maintenance and repair projects including:
    • Dredging in specified areas of the harbor that have met state and federal sediment quality standards for ocean disposal, beach replenishment or upland disposal
    • Residential dock repair or replacement in the entire harbor with certain restrictions.  (Commercial dock repair or replacement is not included in this permit - individual permits are required.
  • A consistent set of rules and regulations that have evolved with every issuance of the RGP and reflect the latest trends in state and federal permit writing.
  • Permit conditions that are based on regulation or input from the following agencies:
    • California Coastal Commission
    • U.S. Army Corps of Engineers
    • Environmental Protection Agency
    • California Regional Water Quality Control Board
    • California State Lands Commission
    • California Department of Fish and Game
    • U. S. Fish and Wildlife Service
    • NOAA/Marine Fisheries
    • U.S. Coast Guard
