Regional General Permit 54The Regional General Permit (RGP) provides for:
- Completion of required analyses of the chemical, physical and biological constituents of concern on a regional level so that local property owners proposing maintenance and repair projects are not faced with the expense and difficulties of completing these highly technical studies on their own.
- Maintenance and repair projects including:
- Dredging in specified areas of the harbor that have met state and federal sediment quality standards for ocean disposal, beach replenishment or upland disposal
- Residential dock repair or replacement in the entire harbor with certain restrictions. (Commercial dock repair or replacement is not included in this permit - individual permits are required.
- A consistent set of rules and regulations that have evolved with every issuance of the RGP and reflect the latest trends in state and federal permit writing.
- Permit conditions that are based on regulation or input from the following agencies:
- California Coastal Commission
- U.S. Army Corps of Engineers
- Environmental Protection Agency
- California Regional Water Quality Control Board
- California State Lands Commission
- California Department of Fish and Game
- U. S. Fish and Wildlife Service
- NOAA/Marine Fisheries
- U.S. Coast Guard
