Five-Year Consolidated Plan and One-Year Action Plans
The U.S. Department of Housing and Urban Development (HUD) requires Newport Beach to complete a Five-Year Consolidated Plan (Con Plan) to receive HUD's formula grant programs. Additionally, HUD requires the City to prepare a One-Year Action Plan for each of the 5 years covered by the Con Plan. The City Newport Beach only receives funds pursuant to the Community Development Block Grant (CDBG) Program so the City's plans only address CDBG funds and not other HUD formula grants.
The Con Plan identifies the City's 5-year strategies related to priority needs in housing, homelessness, community development, and economic development. It also identifies short- and long-term goals and objectives, strategies, and timetables for achieving its goals. Developed with the input of citizens and community groups, the Con Plan serves four basic functions:
- It is a planning document for the community built upon public participation and input.
- It is the application for funds under the CDBG Program.
- It articulates local priorities.
- It is a five-year strategy the jurisdiction will follow in implementing HUD programs.
A one-year Action Plan identifies programs, projects and CDBG funding levels undertaken during any given year. The current 2015-2019 Five-Year Consolidated Plan and 2015-2016 Action Plan was adopted by the City Council after citizen input on May 12, 2015. The City prepared and adopted an amendment of the 2015-2019 Con Plan to modify existing and establish new priorities for the use of CDBG grant funds. Additionally, the City prepared and adopted an amendment to the 2015-2016 and 2016-2017 Action Plans to cancel several projects and recognize program income received during the 2016-2017 program year. Analysis of Impediments to Fair Housing Choice; the "AI"
Federal Fair Housing regulations require CDBG recipients to analyze impediments to fair housing choice. The purpose of the analysis is to identify impediments and action items so the City and Community can address impediments to fair housing choice. The City participated with 15 other Orange County jurisdictions to conduct an updated analysis and new 5-year action plan covering program years 2015-2019. The City Council approved the AI on May 10, 2016, after a 30-day public review period and public hearing. The AI should serve as a guide to the community and City to address fair housing issues through the 2019-2020 program years. The final AI can be found here:
Consolidated Annual Performance and Action Reports
The Consolidated Annual Performance and Action Report (CAPER) reports on the success of the City's Annual Action Plan. It helps the City assess its annual performance in relationship to meeting its overall Five-Year Consolidated Plan priorities. A CAPER is required for measuring the success of each CDBG program year in order to be eligible for future CDBG allocations. Each year's CAPER is prepared at the end of a program year and is made available for public review typically in August and September of each year. The City of Newport Beach must develop and follow a Citizen Participation Plan to receive federal funds for the Community Development Block Grant (CDBG) program. The Citizen Participation Plan covers the five-year Consolidated Plan, each subsequent Annual Action Plan, each year’s Consolidated Annual Performance and Evaluation Report and any amendments to the Consolidated Plan or its five Annual Action Plans. Developed as a stand-alone document in conformance with the requirements set forth at 24 CFR 91.105.
The Newport Beach Citizen Participation Plan sets forth the City's policies and procedures for citizen participation in the development of the Consolidated Plan documents and any subsequent amendments. The Citizen Participation Plan provides an opportunity for nonprofit service agencies and the community to work in partnership with the City to identify needs and allocate CDBG funds.
