As part of the adopted and compliant 6th Cycle Housing Element, the City is required to implement its identified housing strategy to provide the opportunity for additional housing development within the five focus areas. While it is no longer required by the California Environmental Quality Act (CEQA), the City’s consultant prepared a Level of Service (LOS) analysis to provide additional information regarding potential traffic conditions related to implementation.
