What is RHNA? 

The Regional Housing Needs Assessment (RHNA) is mandated by State Housing Law as part of the periodic process of updating local housing elements of the General Plan. The RHNA quantifies the need for housing within each jurisdiction during specified planning periods. The 6th cycle RHNA allocation is currently under preparation and will cover the planning period October 2021 through October 2029.  

The RHNA process has several milestones before the adoption of the final allocation plan. First, the State Department of Housing and Community Development (HCD) provides a regional housing need determination to the Southern California Association of Governments (SCAG), our region’s council of governments. For the 6th cycle, this number is 1,341,827 units for the SCAG region.  

SCAG is in the process of determining how to allocate or distribute the final HCD regional determination to each individual jurisdiction in region. For Newport Beach, SCAG’s draft methodology results in a RHNA allocation of 4,832 dwelling units that the City must plan for in the October 2021-October 2029 Housing Element planning period. Every jurisdiction must plan for its RHNA allocation in its housing element of its General Plan by ensuring there is enough sites and zoning to accommodate their RHNA allocation.

Housing Action Plan

The Housing Action Plan was designed with a purpose to “firmly challenge and plan to comply.” The action plan identifies four objectives: (1) Facilitate compliance with mandated deadlines and requirements; (2) appeal to reduce the City’s RHNA number; (3) focus the General Plan update on housing; and (4) collaborate regionally. Each of the objectives has tasks beneath to accomplish the overlying objective.
