PROJECT STATUS AND DOCUMENTS: PA2022-063
The project site is located at 20662 Newport Coast Drive. The main portion of the closed Coyote Canyon Landfill is located to the west of the project site, across Newport Coast Drive.
The applicant, Archaea Energy, will construct a new renewable natural gas (RNG) facility. The RNG facility will treat landfill gas (LFG) from the closed landfill to create usable fuel which will then be injected into existing SoCal Gas infrastructure. Currently, the LFG is treated and flared off.
The site is categorized as Open Space (OS) by the Land Use Element of the General Plan and is zoned Open Space (OS). Major Utilities are an allowed use in the OS zoning district, subject to the approval of a Conditional Use Permit (CUP). The project will require the approval of a CUP.
The project consultant for the City, PlaceWorks, is currently analyzing the project as required by the California Environmental Quality Act (CEQA). A Mitigated Negative Declaration (MND) is expected to address any reasonably foreseeable environmental impacts resulting from the project. The MND is anticipated to be ready for public review in summer of 2024.
