Final Adopted Circulation Element Update
City staff and its consultant team worked with the Planning Commission and the community over the past two years to prepare an update to the General Plan Circulation Element. The Circulation Element was updated to comply with state law mandates, such as “Complete Streets” and Vehicle Miles Traveled (VMT) legislation. It was also refreshed to reflect the community’s vision on trending transportation matters, including electric vehicles (EV), rideshare services (e.g., Uber and Lyft), public transportation, telecommuting, as well as parking and parking lot management.

The Circulation Element was last updated in 2006. The Circulation Element Update includes new and revised Goals and Policies to provide for a balanced transportation network that will support and encourage walking, bicycling, and transit ridership. Goals and Policies have been written to reduce greenhouse gas emissions, plan for future technology, and improve safety in the circulation system. A technical traffic analysis will be prepared with the upcoming Land Use Element Update.
Going forward, the schedule will be:
- September 8, 2022 – Planning Commission public hearing.
- October 11, 2022 – City Council study session.
- October 25, 2022 – City Council public hearing.
The City greatly appreciates the community’s participation and engagement in the preparation of the Circulation Element Update.
