Sub-Contractor Listing Information Program (SLIP)
Construction Site Business License Compliance
City License Inspectors conduct site visits to ensure compliance with Municipal Code §5.04.020, which requires all businesses operating within the City to maintain a current Business Tax Certificate. These inspections also provide an opportunity to inform new businesses of licensing requirements.
Inspections are performed in person at active construction sites and may occur on a bi-weekly basis, as contractors and trades frequently change throughout the course of a project. If business activity is observed, License Inspectors may request proof of a valid Business Tax Certificate from each subcontractor working on-site.
Subcontractor Listing Information Program (SLIP)
To streamline this process and minimize disruptions, the City offers the Subcontractor Listing Information Program (SLIP). Builders and general contractors may participate by submitting a monthly list of all subcontractors and material suppliers associated with a project in Newport Beach.
Participation in SLIP helps avoid on-site inspections, as subcontractors are notified of licensing requirements in advance by mail.
How to Participate
To get started, complete the Subcontractor Listing form or submit your own contractor list to the Revenue Division prior to final inspection. Upon receipt, the City will confirm participation and cancel any pending site inspections.
Electronic submissions are preferred. Please email your list in a format such as PDF or excel to blicense@newportbeachca.gov. A confirmation will be provided once your submission is received.
