Parking Permits

The Master Parking Permit allows a vehicle to park in any City-operated metered space or municipal parking lot without paying meter or parking fees, subject to availability.

This permit is ideal for frequent visitors who park in multiple locations throughout Newport Beach.

2026 Fees (Prorated Based on Purchase Date):

• Purchased January 1 – September 30: $645
• Purchased October 1 – December 31: $161

The Annual Parking Permit allows a vehicle to park in designated City parking spaces marked with a painted “A” symbol without paying a parking fee, subject to availability.

This permit is valid only in marked “A” spaces and select municipal lots. It is not valid in spaces without an “A” designation or in lots posted “No Annual Permit.”

Permits are issued to a specific vehicle, are non-transferable, and are valid through December 31 of the purchase year.

The Balboa Municipal Lot Overnight Parking Permit allows a vehicle 20 feet or less in length to park in the Balboa Municipal Parking Lot day and/or overnight without paying a parking fee, subject to availability.

Overnight parking is defined as 3:00 a.m. to 6:00 a.m.

Permits are issued to a specific vehicle, are non-transferable, and are valid through December 31 of the purchase year.

2025 Fees (Prorated Based on Purchase Date):

• Purchased January 1 – September 30: $309
• Purchased October 1 – December 31: $77

The Balboa Village Patron/Resident Parking Permit allows a qualified vehicle to park in designated public parking spaces within the Balboa Village Area for up to two hours without payment, subject to availability and posted time limits.

This permit is valid only during the off-peak season (October 1 – April 30) and is not offered during peak season (May 1 – September 30).

Permits are stickerless and assigned to a vehicle’s license plate (no physical decal issued).

2026 Fees (Non-Prorated):

• October 1 – April 30: $18

Eligibility:

• Available to Newport Beach residents (includes Corona del Mar and Newport Coast)
• Requires proof of residency, valid California Driver’s License, and vehicle registration

Use & Restrictions:

• Valid only within the Balboa Village Area (designated streets and City lots)
• 2-hour maximum parking limit must be observed
• Vehicle must be moved after 2 hours or applicable fees must be paid
• Valid for one vehicle; may be transferred once per season
• Parking is first come, first served; “Lot Full” restrictions apply

The Employee/Business Parking Permit allows a qualified vehicle to park in designated public parking spaces within the Balboa Village Area without paying parking fees, subject to availability and posted time limits.

This permit is stickerless and assigned to a vehicle’s license plate (no decal issued).

Permit Options & Fees:

• Peak Season (May 1 – September 30): $25
• Off-Peak Season (October 1 – April 30): $25
• Full 12-Month Permit: $50

Seasonal permits are non-transferable. Fees are not prorated

Eligibility:

• Available to qualified employees or business owners located within the Balboa Village Area Benefit District
• Requires proof of employment, valid California Driver’s License, vehicle registration, and license plate number
• Employers may purchase permits for themselves and their employees

Designated Parking Areas:

• Peak Season (May 1 – Sept 30): Balboa Blvd median (Medina Way to 8th St.) and Balboa Pier Lot only during posted street sweeping times
• Off-Peak Season (Oct 1 – Apr 30): Balboa Pier Lot only
• If spaces are full, permit holders must park legally elsewhere; permit does not grant access to other public lots or metered spaces

Use & Restrictions:

• Permits valid for one vehicle; annual permits may be transferred up to three times per year
• Some spaces may have additional size restrictions (e.g., 18-foot maximum)

The Residential Zone 1 Parking Permit allows a motor vehicle to park on public streets in Newport Island (Residential Zone 1) during the restricted season if space is available. Parking on public streets is restricted May 15 – September 15 each year; only vehicles displaying a valid permit may park during this period.

Permit holders must still comply with all other parking regulations, including the 72-hour parking ordinance.

Permit Types & Fees:

• Permanent Permit (Bumper Sticker, Non-Transferable): $24
• Guest Permit (Hang Tag, Transferable): $24

Replacement fee for lost or stolen permits: $24 each.

Eligibility & Purchase:

• Residents of Newport Island may purchase up to three permits per residence, in any combination of permanent or guest permits
• Proof of residence required at purchase (driver’s license, utility bill, rental agreement, etc.)

Vehicle & Display Requirements:

• Guest Permit: Hang tag on inside rearview mirror (do not obstruct view)
• Permanent Permit: Bumper sticker on left (driver’s side) of rear bumper
• Vehicle info required for permanent permit: license plate, make, color, year

The Residential Zone 2 Parking Permit allows a motor vehicle to park in Residential Zone 2 – Newport Heights in excess of posted time limits if space is available. Parking on signed streets in the zone is normally restricted to 2 hours on school days (September–June) and to 1 hour on Margaret Drive (8:00 a.m. – 6:00 p.m. daily, except federal holidays) unless the vehicle displays this permit.

• Permanent Permit (Bumper Sticker, Non‑Transferable): $24
• Guest Permit (Hang Tag, Transferable): $24
• Replacement Fee (Lost/Stolen): $24 

Eligibility & Purchase:

• Available only to Newport Beach residents who reside in Zone 2 – Newport Heights
• Proof of residence is required (e.g., driver’s license, utility bill, rental agreement)
• A maximum of three permits per residence may be purchased in any combination of permanent or guest permits

Vehicle & Display Requirements:

• Guest Permit (Hang Tag): Must hang from the rearview mirror without obstructing the view
• Permanent Permit (Bumper Sticker): Must be permanently affixed to the left (driver’s side) rear bumper

Restrictions & Notes:

• This permit does not allow violation of any other parking regulations (e.g., 72‑hour rule)
• Parking is always subject to posted restrictions and enforcement

The Residential Zone 3 Parking Permit allows a motor vehicle to park on public streets in Residential Zone 3 — Eastbluff beyond the posted 1‑hour limit if space is available. Parking is restricted to one hour on signed streets in the Eastbluff area on school days (September–June) unless the vehicle displays a valid permit.

Eligibility & Purchase:

• Available only to Newport Beach residents who reside in Zone 3
• Proof of residence required at the time of purchase
• A maximum of three permits per residence may be purchased in any combination of permanent or guest permits
• Residents are not required to buy a permit

Vehicle & Display Requirements:

• Guest Permit: Hang tag must hang from inside rearview mirror (do not obstruct view)

Restrictions & Notes:

• The permit does not allow parking violations or exemption from other City parking regulations such as the 72‑hour parking ordinance
