MARINERS' MILE REVITALIZATION MASTER PLAN
Based upon significant concerns expressed by the community, staff believes this is not the appropriate time to pursue the adoption of the Mariners’ Mile Revitalization Master Plan. Therefore, staff has withdrawn this item from Planning Commission consideration.
The draft Master Plan may be considered again following the comprehensive General Plan update, anticipated to begin in 2019.

In 2011, the City Council recognized the need to revitalize Mariners' Mile and designated it as one of six "revitalization areas" in Newport Beach. The draft Mariners’ Mile Revitalization Master Plan serves as a roadmap for revitalization of the corridor and provides guidance on how future change can result in the best outcome for residents, businesses, property owners, employees, and visitors. The Master Plan seeks to leverage both public and private investment through a series of recommended physical improvements, presented in the Plan’s Framework Plan. The Master Plan is not a specific development project in and of itself, but rather, it is a guidance document to direct future public and private improvements for the area. The draft Master Plan includes concept plans based upon the existing General Plan and does not include recommendations for any new private property dedications. |

DRAFT MARINERS' MILE REVITALIZATION MASTER PLAN
The City of Newport Beach has completed the Draft Mariners’ Mile Revitalization Master Plan, which is available for public review and comment beginning April 11. 2017. Copies of the document are available for review in the Community Development Department, 100 Civic Center Drive, Bay B, Newport Beach, CA 92660 between the hours of 7:30 a.m. and 5:30 p.m., Monday through Thursday, and 7:30 a.m. and 4:30 p.m. on Friday.
Staff is recommending that the Master Plan replace the existing Mariners’ Mile Strategic Vision and Design Framework as it provides an update consistent with the current General Plan adopted in 2006. It builds upon the concepts identified in the Mariners’ Mile Strategic Vision and Design Framework that was adopted in 2000.
The Framework Plan within the Master Plan addresses four key topics including land use & urban design, mobility & streetscape improvements, creating a vibrant public waterfront, and parking. The goal is to integrate these solutions to set the stage for a bright, prosperous, and sustainable future for Mariners’ Mile.
The Master Plan also includes corridor-wide design guidelines that provide guidance for buildings and structures and streetscape enhancements to ensure that future development is consistent with the character and history of the corridor. Implementation of the guidelines should achieve the quality of design expected for this area by the community. Finally, the Master Plan concludes with an implementation plan. The implementation plan is grounded in collaboration among the City of Newport Beach, its constituents, and external agencies and organizations that identifies key action steps and funding strategies to implement the recommendations and strategies of the Master Plan
