The City of Newport Beach has appointed Jaime Murillo, AICP, as its new director of community development.
Murillo assumed the role in January 2026 and brings 24 years of public-sector planning experience, including the last 23 years with the City. Over the years, Murillo advanced through the Planning Division, earning a reputation for professionalism, technical expertise and strong customer service. He was promoted to deputy director in 2023.
“I have had the opportunity to work closely with Jaime and have seen firsthand his strong leadership, practical understanding of the development process and commitment to public service,” City Manager Seimone Jurjis said. “His experience and collaborative approach will help support thoughtful growth in Newport Beach.”
As community development director, Murillo oversees the Planning, Building, Code Enforcement and Administration divisions. The department includes a full-time staff of 62 employees and an operating budget of $18.9 million.
Throughout his career, Murillo gained extensive expertise in both current and long-range planning. He has worked collaboratively with outside agencies, including the California Coastal Commission and the California Department of Housing and Community Development. His expertise includes managing complex, high-profile commercial, multi-family and mixed-use development projects, as well as leading long-range planning efforts on development standards, legislative updates, housing initiatives and Coastal Act implementation.
Murillo holds two bachelor’s degrees in Criminology, Law and Society, and Environmental Analysis and Design. He is also a member of the American Institute of Certified Planners through the American Planning Association.
