Parking Citation Overpayments
The City of Newport Beach has identified possible parking citation overpayments and has developed this website to assist individuals who may have overpaid. The City has always promptly refunded overpayments when an individual requested a refund with the proper documentation. This is an additional method to actively provide information to individuals and businesses that may have made duplicate payments.
How do overpayments happen?
Overpayments occur when an individual pays a citation after the due date and then pays a second time after receiving a balance due notice. Additionally, our customers make payments to parking citations in person, by mail, by Internet, to one of two collection agencies, to the Department of Motor Vehicles, to their rental car agency and leasing company, to one of two police impound yards and to the Franchise Tax Board. Managing these multiple payment methods can be confusing and customers just trying to be good citizens by taking care of their parking citations, can mistakenly pay more than owed.
What do I have to do to receive a refund?
If you have located your license plate on our list, please print the Parking Citation Overpayment Refund Request (Adobe Acrobat is required) form, fill it out, and return by mail or fax. Staff will review your request and contact you if we need additional documentation. It is likely, you will be asked to show proof of both payments. Submit a copy of the front and back of the cancelled check/money order, copy of a credit card statement, or a copy of the receipt for both payments.
Once your overpayment has been verified, a check will be processed and mailed to you within 30 days.
